Payne Horning is a reporter and producer, primarily focusing on the city of Oswego and Oswego County. He has a passion for covering local politics and how it impacts the lives of everyday citizens. Originally from Iowa, Horning moved to Muncie, Indiana to study journalism, telecommunications and political science at Ball State University. While there, he worked as a reporter and substitute host at Indiana Public Radio. He also covered the 2015 session of the Indiana General Assembly for the statewide Indiana Public Broadcasting network.

SYRACUSE (WRVO) - More communities along the shoreline of Lake Ontario are being threatened as water levels continue to rise. As of April 24, water levels are more than 20 inches above the average for this time of year.

SYRACUSE (WRVO) - Democrats in upstate New York say they may be down from the losses they suffered in the 2016 election, but not out. Party officials hope the pushback to the Republican administration in Washington, D.C., will sweep local Democrats to victory later this year.

SYRACUSE (WRVO) - The SUNY Board of Trustees appointed Kristina Johnson as the system's 13th chancellor Monday. Johnson is a graduate of Stanford University with a Ph.D. in electrical engineering. The 59-year-old has held administrative positions at Duke and Johns Hopkins universities, but Johnson has been out of academia for the past eight years.

SYRACUSE (WRVO) - Some New York lawmakers and college administrators are worried about what the state's new free tuition policy at SUNY and CUNY could mean for private schools, including those at Utica College. The private college just cut its tuition rate by 42 percent last fall.

Several central and northern New York legislators are praising the state's new budget as a win for the region's schools, but they say it was a hard-fought battle that is not over yet.

For years, the Sea Grant program has helped Americans learn about the oceans, the Great Lakes and other waters. Now, President Donald Trump wants to stop funding it.

Rep. John Katko (R-Camillus) hosted an opioid forum in Oswego Thursday night -- his first public event since Congress' failed attempt to repeal and replace the Affordable Care Act. He was one of more than 30 Republicans who helped sink their party's legislation last week.

SYRACUSE (WRVO) - The number of students who are choosing to enter the education profession is declining. SUNY, which trains 25 percent of the New York’s educators, is trying to address the issue because the state's school districts are now seeing a shortage of qualified teachers.
