Originally from Iowa, Horning moved to Muncie, Indiana to study journalism, telecommunications and political science at Ball State University. While there, he worked as a reporter and substitute host at Indiana Public Radio. He also covered the 2015 session of the Indiana General Assembly for the statewide Indiana Public Broadcasting network.

The New York Public Service Commission (PSC) has adopted a 12-year plan to support the state's financially impaired nuclear power plants.

(WRVO) The fate of upstate New York's nuclear power plants could be decided today. The state's Public Service Commission (PSC) will vote on a massive nuclear power subsidy program that several plant owners say they need to survive and what anti-nuclear forces call a wasteful investment in a dangerous power source.

(WRVO) The Nuclear Regulatory Commission (NRC) says the FitzPpatrick Nuclear Power Plant in Oswego County performed safely over the past year. NRC officials say that its staff devoted 4,790 hours reviewing the plant over the past year, but did not finding anything that caused the agency to increase oversight.

(WRVO) Pro- and anti-nuclear power groups are making their final cases for New York state to adopt or reject a proposal that would financially support the state's nuclear power plants. A decision on the nuclear subsidy plan is expected from the Public Service Commission (PSC) within the next week.

Retiring central New York Rep. Richard Hanna (R-Hanna) said he will not support the GOP's candidate in the race for his seat. Assemblywoman Claudia Tenney won the Republican primary for New York's 22nd Congressional District in June, defeating the candidate Hanna endorsed, Cazenovia businessman Steve Wells.

(WRVO) Among the many Republican public officials sitting out of this week's GOP national convention is central New York Rep. Richard Hanna (R-Barneveld). The moderate congressman reiterated that he does not support nor will he vote for GOP presidential nominee Donald Trump.

(WRVO) Negotiations are underway between two nuclear power companies that could save the FitzPatrick Nuclear Power Plant in Oswego County. Entergy had all but guaranteed that it would shut the plant down because it was losing $60 million annually, but a state plan to subsidize New York's nuclear plants is enticing another company to buy and operate the facility.

The National Park Service (NPS) has agreed to complete a reconnaissance study on Oswego's Fort Ontario and Safe Haven Holocaust Refugee Museum. Rep. John Katko (R-Camillus), who pushed for the study, said it is another positive development in the community's attempt to elevate the two historic sites to national park status. He has authored a bill that, if passed, could make that a reality.

New York state is investigating the unexpected shutdown of the FitzPatrick Nuclear Power Plant in Oswego County on Friday. The state Public Service Department says as a result of the shutdown, a stuck valve released oil into Lake Ontario Sunday. The source of the leak, which was not radioactive,has been stopped.

During nearly two hours of testimony in Oswego City Hall Tuesday, community leaders and Nine Mile Point Nuclear Plant employees begged staff from New York's Public Service Commission to support the proposed "clean energy standard" under Gov. Andrew Cuomo's goal to generate half of the state's energy from renewable sources, like wind and solar, by 2030.

(WRVO) At a forum hosted by the Greater Syracuse Labor Council, AFL-CIO in Syracuse Wednesday, the three candidates running in the Democratic primary for New York's 24th Congressional District said the strength of labor unions have been decimated in recent decades and argued for tougher federal legislation to protect them and other domestic jobs.

(WRVO) State Sen. Patty Ritchie said the recently passed New York state budget includes a record amount of funding for rabies prevention and treatment. (WRVO) The New York Public Service Commission (PSC) approved $5 billion Thursday to help fund Gov. Andrew Cuomo's ambitious clean energy campaign, despite opposition from the state Senate. The "Clean Energy Fund" will finance research, innovation and market development to help the state meet Cuomo's goal of generating 50 percent of New York's power from renewable sources, and a 40 percent cut in greenhouse gas emissions, by 2030.
